If it wasn't safe and in a large map without islands it would be food-> wood -> gold. This is safe so they go from wood -> food -> gold. The AI rarely hunts the deer and whatnot but they get the wood to build farms = safer than hunting animals because civvies can be killed. They chop the wood because that is what they have been programmed to do first.
